The Standard Generalized Markup Language (SGML), which is defined in ISO/IEC 8879, allows structured data to be interchanged between computer systems in a format that is independent of the applications creating or using the data. While the processing of text characters is fully defined in the standard, the processing of non-SGML data embedded within an SGML document is simply handled by passing the data to an appropriate processor.
Non-SGML data components are identified as being encoded using a specific notation. The naming of such notations is user-definable: each notation is assigned a name which can be associated with public and/or system identifiers. Public identifiers allow notation processors to be identified in a system independent manner. System identifiers allow the processor used on the creating system to be identified.
When SGML documents containing non-SGML data are exchanged between computer systems it is necessary to build tables that link each notation with particular processes in the application. Where public identifiers are used these tables can be defined in an entity called a 'catalog' that links the public identifier with a notation processor. Where the notation declarations contain system identifiers, these must be changed individually if the receiving system does not contain the same notation processors as the originating system.
The process of building catalogs can be greatly simplified if the public identifiers used to identify notation processors are shared by applications. This technical report provides a starter set of both notation names and public identifiers which can be used to indicate the coding used for data that conforms to internationally agreed standards published by bodies such as ISO, IEC, ITU and SMPTE. While the notations names are purely advisory, the public identifiers are defined according to the rules for naming ISO standards defined in ISO 8879 and ISO 9070. These forms should be common to all applications that use formal public identifiers.
This ISO Technical Report will facilitate the interchange of data encoded using internationally standardized data formats by providing a set of ISO/IEC 9070:1991 public text object identifiers and ISO 8879 notation declarations that different applications can reference to identify the use of such data formats.
The public text object identifiers provided in this technical report have been based on the title assigned to the relevant standard in the the ISO catalogue and the catalogues of the International Telecommunications Union (ITU) and the Comité Consultatif Internationale de Téléphones et Télégraphes (CCITT).
Note 1: It has proved impossible to include de-facto standards in this version of this technical report due to the unwillingness of devlopers to agree to a common form of referencing. We recommend that such standards be identified, wherever possible, by the ISBN of a published document that contains a formal definition of the data format. Where there is no formally published definition of a data format, the developer of the format should be asked to register an identifier with ISO, or define an ISO/IEC 9573-9 ISO 9070 public text object identifier that would be the preferred method of referring to the data format.

Note 2: The above list is ordered according to the precision provided by the public identifier. A dated ISO reference is more specific than an undated ISBN reference. An ISO registered public identifier is more formally defined than an ISO/IEC 9573-9 identifier, but neither requires the specification of the data notation to be available to the general public, which ISO and ISBN numbers require (through copyright libraries, etc).
Because ISO/IEC 9070 restricts the length of object names to 100 characters (including spaces) it has proved necessary to shorten some of the titles used as names to identify international standards within ISO/IEC 9070 public identifiers.
To encourage use of these names in document type definitions conforming to ISO 8879 and its associated standards, including the Hypermedia/Time-based Structuring Language which is defined in ISO 10744, an SGML notation declaration has also been prepared for each notation identified in this Technical Report.
