The W3C SGML ERB recommends to the W3C process committee that the following language be included in W3C process documents for setting up new committees.
To quickly initiate efforts to address specialized problem areas, W3C leadership may "bootstrap" WGs and ERBs (or combination WG/ERBs) by appointing a recognized expert in the specialty area to form the group. The appointed expert solicits other recognized experts for their participation, and with W3C oversight, the bootstrap group forms its own charter and works under that charter for the first year of its existence. At the end of that year, the group opens itself for nominations of qualified participants from W3C member organizations and proceeds under the usual W3C election procedures.
