Editor Notes to JTC1/SC32/WG2
1. Document JTC1/SC32 N0486, 2000-06-02 titled
"Progression on Development of the New Standard "Identification,
Mapping and IT-enablement of Standards for Widely Used Coded Value
Domains" contains the working principles for the development of the new
ISO/IEC 10822 standard as approved by SC32/WG2 at its 16-19 May, 2000 New York
City meeting. An immediate priority
here is agreement on a common set of terms/definitions. {See further below draft "Annex A
(Normative) Consolidated List of Terms and Definitions with Cultural
Adaptability: English and French Language Equivalency".
2. Standards development work on ISO/IEC 18022 is dependent on
and must be harmonized with that of ISO/IEC 11179 "Information technology -- Specification and standardization of
data elements". This is a
six-part standard consisting of the following parts; namely:

for the specification and standardization of data elements

2 - Classification
for data elements
Part
3 - Basic
attributes of data elements
Part
4 - Rules
and guidelines for the formulation of data definitions
Part
5 - Naming
and identification principles for data elements

3. Here, Part 1 was issued as an ISO/IEC standard
1999-12-01. In addition, Part 3 first
issued in 1994 is undergoing its five year cyclical revision.
Work
on Part 3 has resulted in SC32/WG2 putting out for CD ballot {See document SC32
N490} a document which differs substantially with the present scope and
orientation not only of the existing 11179-3 standard but which also impacts
the other parts of ISO/IEC 11179.
4. The current lack of stability, focus of proposed revised
11179-3 and its harmonization with the other existing parts of the ISO/IEC
11179 set of standards have necessitated putting in abeyance standards
development work on ISO/IEC 18022.
5. It is hoped (a) that at the SC32/WG2 meetings in Helsinki,
5-13 October, 2000, fundamental issues pertaining to proposed ISO/IEC 11179-3
and the existing ISO/IEC 11179 Parts 1, 2 4, 5 and 6 can be resolved; and, (b)
as a result further development work on ISO/IEC 18022 can progress rapidly.
6. In the meantime, the rest of this document includes a draft
Annex A (Normative) titled "Consolidated List of Terms and Definitions
with Cultural Adaptability: English and French Language Equivalency" of
terms and definitions to be included in this standard.
SC32/WG2
members (and others) are requested to review these terms and definitions and
provide comments with respect to:
(1) whether a term/definition should not be
included in the ISO/IEC 18022 standard and if so provide a rationale;
(2) whether additional terms/definitions
should be included in the ISO/IEC 18022 standard and if so, specify the same
and provide a rationale.
7. It is noted that there is a close interworking between this
new ISO/IEC 18022 and new ISO/IEC 18038.
Readers of this SC32 N0534 document are encouraged to review and comment
on SC32 N0535.
8. Finally, expert contributions on this new ISO/IEC 18022 are
most welcome.
ANNEX A - (NORMATIVE) CONSOLIDATED LIST OF
TERMS AND DEFINITIONS WITH CULTURAL ADAPTABILITY: ENGLISH AND FRENCH LANGUAGE
EQUIVALENCY
[Editor's Note: This
Annex will be amended as work on ISO/IEC 18022 progresses. At present, it is not certain whether or not
ISO/IEC 18022 will be published in both the English and French languages. If so, after the FDIS stage the equivalent
French language terms and definitions will be used in the French language
version of ISO/IEC 18022.
In
the meantime, the development of equivalent French language terms and
definitions serves as a mechanism to minimize any hidden ambiguities in the use
of the English language, i.e., as a quality control check. P-member participants in ISO/IEC 18022
standards development work are asked to provide language equivalents for these
terms and definitions in the official language of their country].
1. Introduction
This standard maximizes the use of existing standards where and whenever
possible including relevant and applicable existing terms and definitions. This Annex contains the consolidated list of
all the English and French language paired terms and definitions used in this
standard including those terms and definitions introduced in this standard as
well as those found in other standards which are so referenced.
Users of this ISO/IEC 18022 standard may not have ready access to all
standards containing terms and definitions referenced in this standard in
either the English language version or the French language equivalent where
available.
2. Cultural Adaptability
ISO/IEC JTC1 has added "cultural adaptability" as the third
strategic direction which all standards development work should support. The two other existing strategic directions
are "portability" and "interoperability". Not all ISO/IEC JTC1 standards are being
provided in more than one language, i.e., in addition to "ISO/IEC
English," in part due to resource constraints.
Terms and definitions are an essential part of a standard. Should resources be lacking to make an
ISO/IEC standard available in multiple languages, at the minimum, the terms and
definitions should be translated into at least one other language and preferably
more.
A key benefit of translation of terms and definitions is that such work
at providing bilingual/multilingual equivalency:
Ø should be considered a "quality
control check" in that establishing an equivalency in another natural
language ferrets out "hidden" ambiguities in the source
language. Often it is only in the
translation from one natural language to another that ambiguities in the
meaning, i.e., semantics, of the term/definition are discovered. Ensuring bilingual/multilingual equivalency
of terms/definition should thus be considered akin to a minimum "ISO
9000-like" quality control check; and,
Ø is considered a key element in the
widespread adoption and use of standards world-wide (especially by users of
this standard who include those in various industry sectors, within a legal
perspective, policy makers and consumer representatives, other standards
developers, IT hardware and service providers, etc.).
This Annex also serves to support the "cultural adaptability"
aspects of standards as required by ISO/IEC JTC1. Its purpose is to ensure that if, for whatever reason, an ISO/IEC
JTC1 standard is developed in one ISO/IEC "official" language only,
at the minimum the terms and definitions are made available in more
than one language.[1]

The terms/definitions are organized in matrix form in alphabetical order
(English language). The columns in the
